Your temperature thresholds are set to incredibly low values. According to the temperature or frequency scaling documentation a temperature threshold cannot be anything below 85°C. I'd recommend using your bios to raise the temperature thresholds to a more safe value.
So, I have been testing the Intel Dynamic Platform and Thermal Framework (Intel DPTF) for a few weeks now. I am not really pleased with it. I have noticed that the first issue that you have is that the temperature thresholds are very set to the very low values. The CPU and GPU do not enter the downclocking mode as soon as they reach a certain temperature. The downclock doesn't go to the next clock frequency. The downclock 100% goes to the lowest frequency (2.5 Ghz). It isn't possible to have a downclock to 3.0 Ghz.
I have been having the same issues. I did update to 1709 and the CPU doesn't get to 2.5 ghz after being at 95 degrees. I am getting the Windows Error Reporting messages but nothing concrete to show, nor do I have the same problem on 1706. I am stuck at 802.11g. Unlike the temperatures and performance, this is a new problem. I am planning on installing clean 1704 and 1709 and then comparing the results. If I get the same results I'll come back and let you know if I'm going to do anything with this.
The fix was quick, run an update... that's it. I did take out the pkg. Please note that you are entitled to remove all drivers and applications for which the current firmware must be installed. If you don't want it, then disable the pkg in the BIOS.
