i also see this as a reminder, if you will, of how critical coal is in china. not so much in terms of the volume of the coal that china produces, but because coal is a huge part of chinas energy infrastructure. when you look at the basic linkages of how fossil fuels are coming up in this country, its been 60 some odd years since weve even dealt with natural gas in this country, and that is the coal to oil transition that has happened over those decades. and that transition has meant that there has been some kind of big shift from coal fired power stations to natural gas. and so, as we get to the next half century of discussions about how to deal with global climate change, coal is going to be a huge asset, and a huge source of trouble.

well, i think that youve explained it, chris. you know, weve got a very singular energy infrastructure that connects americas power grid in north east to its main source of electricity generation in the west which is coal fired power, and the question really comes down to where to move that labor, that material, and that expertise. and that is clearly going to be a challenge as we get into the next 50, 60 years of coal production in the united states. and thats going to be an important consideration.

the other thing that i think that we should mention is the three phase transition, which refers to what this agreement was basically about, is to try and provide for some kind of mechanism for transitioning countries off of coal, and trying to do so in a way that maximizes the benefit in their transition to cleaner energy. and while this isnt really a coal country, the united states has had a three phase transition of this very sort, and it has been a very difficult, at times contentious, process. partly, its been in terms of the kinds of kinds of efforts that weve seen so far in the united states to deal with the transition away from coal. and i can say that the campaigns in illinois, both in the legislature, as youre probably aware, and in the region, were extraordinarily contentious, and it kind of illustrates the view that its been a complicated matter.

i would hesitate to paint with too broad a brush on the recipient countries. i think that the individual contexts are all different and theres not an enormous amount of uniformity throughout recipient countries on the belt and road. but with that said, i think that you kind of hit on the answer in the final part of the question, which is there is an urgency to the need for electrification and the needs of industrialization in the eyes of policy planners. and like many parts of the world, and were certainly not immune to this in the west, those needs of the day are taking precedent over some of the longer term strategic imperatives. i think a more complete valuation of coal is in the interest of the recipient country and in the interest of china. the recipient country, if we do factor in the public health costs that are likely to attend coal, leaving aside completely climatic changes that it would be contributing to, because thats more difficult to kind of disaggregate from the global picture, then we see its financial viability in the longterm really decline significantly. and with the time horizons that were talking about, if you build a coal fired power station, you want it to operate for decades into the future. and so if we do take a kind of a more life cycle sort of economic and strategic approach to valuing what that plant will do for you economically and socially for your country, it becomes a fairly poor prospect relative to other energy sources, including energy sources that can offer baseline energy, and including fossil fuels like natural gas in particular. 5ec8ef588b
