Photoshop is a graphics program. Photoshop allows you to make changes to digital images using a collection of tools and options. Let's look more closely at Photoshop's tools. Drawing Tools Photoshop's drawing tools, or features, are the most commonly used tools because they are the ones that enable you to make the most changes to an image. The drawing tools let you draw or paint on an image using specific tools. "Pen" Tools To draw or paint on an image, you use one of the "pen" tools. "Pens" are available in Photoshop as colors that look like standard ink pens, paintbrushes, or other drawing tools. To use a "pen," hold the Shift key while you click to activate it. Click to draw or paint an object in the image and drag to change the shape or size. With the "pen" tool, you can make a variety of freehand drawing or paint with different colors. You can right-click an empty part of an image to open the Drawing panel where you can change the color or size of the "pen" tool. You can also use the "pen" tool to create a shape by first clicking to activate it, then clicking to create a shape and dragging to form it. You can right-click in the image to change the size of the object created with the "pen." Clipping Tool Photoshop includes a tool for drawing in parts of an image. The "Clipping Tool" is best for clipping an object out of the rest of the image. Hold the Shift key while activating the Clipping Tool to create a selection around the object you want to clip out of your image. You can then use the panel for settings such as fill and stroke for the "pen" tool as well as the exact position of the clipping area. Save for Web and Devices You can save a version of a layer in Photoshop as a PNG, JPEG, GIF, or PDF file and create web graphics and mobile apps. Specifically, the present invention relates to the combination of a holder for holding a test specimen and a chromogenic reagent mixture in a single vessel whereby a colorimetric reagent test strip may be inserted and removed from the vessel without altering the chemical composition of the reagent strip. 2. Discussion of Background The determination of an analyte concentration in a test specimen is a routine procedure in many clinical laboratory settings. There are a number of known systems for making such determinations. These include reagent strip-type test systems such as those utilized in the analyzer sold under the trademark "Chem 835", ABA hematology instrument, the Abaxis hematology instrument, the Abbott Hematology Analyzer, etc. and colorimetric apparatus such as those manufactured by Eden Prairie, Minn. These systems are typically utilized by making contact with a test specimen being assayed, thereby mixing the reagent with the test specimen, incubating the mixture for a designated amount of time, and then measuring the degree of color change which results from the activity of the reagent. These colorimetric reagent-type test systems include a chemical reagent mixture fixed on a substrate which is inserted into a test tube. The test tube is then closed with a cap. The cap is loosened to extract the substrate strip from the tube, permitting the chemical reagent to come in contact with the test specimen. The cap is then closed, and the tube, with its now-contaminated reagent strip inserted, is sent to the laboratory for analysis. In the laboratory the test tube is opened and a test strip is withdrawn. A typical test strip has a backing formed from a sponge material such as cellulose. The backing is covered with a mixture of reagents which are contained in a reservoir. Typically, there is a single reservoir, which usually is formed as a tube located within the backing. The tube, which may be flat or round, can be supplied with a fluid such as a reagent solution containing a mixture of reagents. The reservoir is accessible from the exterior of the test strip. In a typical system, a test strip is inserted into a test tube, and a test specimen is applied to the reservoir portion of the test strip. The specimen flows through the pores of the sponge material of the test strip, thereby wetting the sponge. The

According to Federal Budget documents published Wednesday, the Department of Homeland Security will transfer $1.5 billion in funding from several security programs and $4.2 billion from other programs to local law enforcement. The proposal calls for $14.3 billion in overall Homeland Security funding, a decrease of $1.8 billion compared with current spending. Approximately one-quarter of the $1.5 billion transferred to local law enforcement will come from the billion-dollar Urban Area Security Initiative (UASI), a program that funds state and local agencies with anti-terrorism equipment and training. “Most cops, they’re just doing their jobs, they don’t need any help,” said Jonathan Turley, a law professor at George Washington University and the director of a group called LawFare that works on criminal justice and federalism issues. “They don’t need a great big grenade launcher, and they don’t need a team of FBI agents.” Before the terrorist attacks of Sept. 11, 2001, many of the most basic anti-terrorism programs and costs were funded by the Department of Defense, like local SWAT teams and command centers, Turley said. The funds are going back to a time of relative peace, but if that time comes back, “the young folks who will do the fighting may be the same kids,” he said.
